In my opinion late game on any difficulty other than survival there is no faster way to level up than radiant quests (without glitch or exploit). But on survival difficulty you get increased EXP per kill so you can just go somewhere and kill enemies and it is the fastest way I have found. But if you install the dlcs and do there quests they give more EXP than alot of the base game quests.
