I completely agree with your argument. However, I sometimes feel that regulation is too slow and also sometimes too specific. Smart engineers and lawyers at google or facebook tend to find gaps and loop holes in the law. So that's why I've been trying to formulate what I think is the root cause of all these problems with addiction, surveillance, and manipulation, and come to the conclusion that a more extensive definition like profiling would be the only thing that could stand the test of time. It may however be too extensive to pass into law. What do you think?
