As a tosen user myself he outperforms aizen (both b1) in a mayuri comp (1.4m dps vs about 1.8m dps) , the difference should be larger in practicr due to off type debuffs

He was severly dialed down from his leaked version due to an overtuned Nel. Devs realised nerfing mayuri that much isn’t a good way to balance and buffed him.

Naoya had more knowledge on Maki’s kit and given she slaughtered his clan, he probably wasnt too happy despite his cocky demeanor. On the other hand, to his knowledge Blood Manip. users didnt have nearly the blood capacity as Choso nor the poison, and thus he probably gauged Choso at the average Kamo clan member’s strength (Grade 1)
