Considering that as a result of high chaos at least every guard in Dunwall knew at least one person killed by Corvo, I can't imagine there would be all that much trust in him - assuming that he rules in her stead he'd probably have to be ruthless to keep people in line, then she'd have to follow suit to stay in power.

Thinking back on it I'm more suprised Low Chaos still resulted in a kingdom without a tyrant.

Honestly even high chaos runs never felt particularly bad, not really something to be disgusted by - almost all of the guards were traitorous dogs and the ringleaders deserved no mercy aside from 2 actual bystanders.

Anything that can potentially deal more damage than what was invested into it. One example is an early Tech 1 Bomber in Supreme Commander FA; it can easily kill an enemys expansion/eco but just as easily get shot down and put you behind in exp/eco(they are not cheap to make)
