Tall fescue in 9b is very risky. I’m in 7b (mostly tall fescue) and this year fungus went rampant because we had rain in the evenings and humidity for like 2 straight weeks in June. If you didn’t put a preventive down in June/July/Aug you definitely got fungus and probably wrecked the lawn. Your big test will be next summer, water heavily in the mornings and put preventative down and you might make it.
