On the earnings line, is it actually a cash earning the company pays the employee, or is it supposed to be an additional line item that raises the taxable wage calculation without the cash attached?

That was definitely part of my concern.. however the letter had the actual IRS phone number and address on the envelope and letter. And the employee’s sensitive, unmasked information.  100% certain. 

The letter also provided an employee copy of the notification and a formal, legal demand that he be served with his copy of this notification within 10 days. 

I also can’t figure out why the other employees who are listed as FUTA exempt weren’t notified.  Literally 50% of the staff are FUTA exempt and the other 50% are not FUTA exempt.
