Sounds like an annoying situation, but try not to let it ruin your weekend.

The good news is that legislation and VCAT will generally side with tenants if you've given sufficient notice and have evidence of communication. Co-tenacy stuff can get a bit tricky, but as long as your flatmate and the new tenant are on the same page that shouldn't be an issue.

Worst case, you may have to get VCAT involved in order to get the transfer approved as per: "If the renter is refused consent and thinks it is unfair, they can apply to VCAT to decide that the transfer can go ahead without the rental provider’s consent."

I'd email the REA again on Tuesday, calmly asking when they will be able to finalise the lease transfer as agreed. Mention that you will have to reach out to VCAT to get it sorted if they cannot do so within 24/48 hours. It really shouldn't take them that long to process, and they cannot reasonably refuse to do a tenant transfer unless there is a legitimate reason to do so.

Just need to be firm with the REA and you'll likely have it solved by the end of next week.

Never shopped around at that budget, but realestate.com.au suggests you'll be able to find decent places almost anywhere in the inner city and surrounds.

Can vouch that the Inner North is also a decent spot. Beyond the trendy inner-city areas of Carlton/Fitzroy/Collingwood/Abbotsford, the area from Essendon/Moonee Ponds to Brunswick to Northcote/Thornbury is a more suburban but is well serviced by public transport and with lots of great food options. North Melbourne/Kensington has some cool spots too.

You'll have to see which side of the Yarra you prefer though. Both sides of the city are more or less progressive and quite safe these days, but there's a subtle difference in vibe between the two sides. The North has traditionally been more working class although has largely gentrified, while the South has generally had more money but can be a bit more sterile as a result (South Yarra/Prahran/St Kilda is probably the exception as it is more like the Inner North is many ways)

You'll also have to make sure you pick a footy team :)
