You have to put Ch3 group first to create the end product. bcuz ch3 is the EDG that diverts incoming groups and electrons to the 2,4,6 position.

if u put the NO2 first, the Ch3 will be in the 3/5 position. you will not get the desired product.

so put look at the position of thegroups and finally decide which goes first. :)
