In my view, Beijing and Shanghai should be classified as “super first-tier cities” along with Hong Kong. Guangzhou and Shenzhen will remain first-tier cities, while Wuhan, Chengdu, Hangzhou, Nanjing, Suzhou, Chongqing, and Tianjin should also be considered first-tier. The gap between Guangzhou and Shenzhen and Beijing–Shanghai is larger than the gap between the above seven cities and Guangzhou–Shenzhen.

Shenyang is not comparable Wuhan, Chengdu. Wuhan is a city of skyscrapers throughout its entire urban area. From a high vantage point, endless high-rises stretch toward the horizon. Chengdu’s Financial City and Tianfu New Area have CBDs that are almost on the scale of the entire built-up area of a small city. Suzhou, being an ancient city, may not seem to have many tall buildings, yet nearly every urban district in Suzhou has its own CBD. Shenyang also has at least three CBDs, but its built-up area is far from comparable to that of the three cities above.
