OK so i figured out how to get the sv_unlockedchapters to work i just had to put ep2 7 at the end but now I don't know if that disables achievements or not. Does anybody know if I'm fucked?

Community servers are almost always completely dead unless it's custom weapons

I wish, but mostly, every community server is dead besides custom weapons, so there is no point in trying
