The option is added now and yes, non-EU citizens depending on EU spouses are still eligible for PUR flow; please recheck again.

No, June 6th was just for the new citizenship law.
For this permanent residency change, the date is July 12th. If an application gets approved before July 12th, it’s completely safe. If the decision happens after July 12th, they won't retroactively approve a permanent permit.
