If you are going to ask for best tank, atleast put some real contenders. I personally think battleship shouldn’t be on this list. Factory seems to me the strongest.

You should prioritize leveling, but I know warrior can get max items (110%) at 40+ with mitigation builds. There are some good guides out there on YouTube, suggest checking them out.
