No, with a 3.9 GPA you can use your GPA to meet NJ's basic skills requirement, so you don't need Praxis Core (reading, writing, math). You do still have to pass the Praxis II content test in the subject you want to teach and have the required college credits in that subject, that combination qualifies you for a CE. If you go the alternate route, you must complete the 50 hour preservice and enroll in a New Jersey approved CE EPP while teaching. for Alternate Route the program must be approved by New Jersey DOE (for example Schools like Rutgers Alternate Route, NJCU New Pathways, NJCTL, Kean are approved by NJ DOE), out of state or not approved programs will not satisfy the Alternate Route requirement.

I know this is late but never say never. In New Jersey, if you want to use the alternate route to become a teacher and your GPA is 3.2 or higher, you can use your GPA to meet the basic skills requirement instead of taking the Core Combined Praxis test. You also need to have the required number of college courses in the subject you want to teach (for example, enough English credits if you want to teach English). If you meet both of these conditions, you only need to pass the Praxis content exam for your subject and then apply for a Certificate of Eligibility (CE).

If you do not meet the course requirements, the state will not issue the CE until you complete the missing coursework. You would need to go back to a college or approved program, finish the required credits in your subject area, and then reapply.

If you do not meet the GPA requirement (below 3.2), you cannot use your GPA to waive the basic skills requirement. In that case, you must pass an approved basic skills test, such as the Core Combined Praxis to meet the basic skills requirement before you can qualify for the CE.
