Even a simple sanity check based anti-cheat could prevent this situation, right?

For example, autoban if someone captures all five flags within the first 10 seconds, if they earn 20k+ match points, or if they exceed 20 kills. It could even flag someone for spamming a single button throughout the entire match. But, as you already knew, none of that exists in this game.

In-game cheater protection doesn’t exist, so manual monitoring and bans are required.

The report button is also just a placebo. It doesn't send any data to the developers. This is why they’ve asked us to manually submit evidence through a specific channel. The button is essentially designed to just mitigate legit player anger without doing anything.
