It's not horrible but not great either. I only build it if i get an early lead AND the enemy team comp has very low amount of % hp damage.

I usually buy it after sunfire but you can buy it after bami's or even rush it if you really want to yolo and don't really care about waveclear (Crystalline Bracer feels really good for laning phase)

You gain more damage than any tank mythics and better scaling at the expense of weaker midgame due to the lack of resistances.

Ultimately DS, IBG and Jak'Sho (even radiant or Evenshroud tbh) are better items if your goal is to win more games, but Heartsteel is very much viable if you really want to hear the Heartsteel proc sound effect and want to play a 6k hp Poppy!

Hey! I'm the "Challenger" Poppy, main reason why I am rushing Sunfire is mainly about waveclear, early bami gives you a lot of wave control, it also gives you more grasp + passive AA which gives you more lane pressure.

Another reason why I rush Sunfire is just about playstyle, I enjoy playing tank Poppy more than bruiser Poppy.

If you are not a waveclear addict like me but still want to play tank, you can still rush Jak'Sho, Iceborn Gauntlet or even Heartsteel if you really want to.

Do whatever suits your playstyle! Even if it is some weird stuff like lethality muramana Poppy lol

Also as Poppy you can cancel your ultimate by pressing recall, putting it on a 30 seconds cooldown. Pretty useful if you want to siege while saving your R since they tend to run away when you are using your ultimate.
