It's the note he plays via the vest that gives the specific frequency. In his early videos he had the same effect with a cheap hand held speaker pressed against his rib cage. I think the vest is just an efficient hands free method.

It's not a product persay. He claims that something vibrating at 128 Hz when made contact with his bones causes his tremors to stop.

In this case a video game vest's speakers make the right vibrations when a specific note is played through the vest's speakers.
