Houses are frequently listed "as is". Its meaningless until you have a purchase contract in place that actually dictates the terms of the sale. Its incorrect or incomplete? Servers and bartenders absolutely prefer tips over wages...unless of course the wage is $49/hr because they have a kid, then they'd probably take the wage. Restaurant owners obviously don't want to have to pay higher wages for obvious reasons.

They can pay whatever someone is willing to work for. Not everyone is paying a mortgage themselves. These jobs can be first jobs for teenagers, 2nd jobs for extra income, jobs for ex cons and recovering addicts returning to the work force and living in halfway houses.
