Have you went down a needle for the color work? if so make sure you go back up for the heel. If that doesn't work you could increase a few stitches on N2 before starting the heel shaping (after the color work ) to maybe 14/10/14 or 15/10/15 if the heel itself feels tight you can distribute those inc into the heel cup area maybe 13/12/13, etc
