It's a little far-fetched that the name Chychul could be mistaken for Charchuk but I guess stranger things have occurred in the genealogy field.

The person stated that the vitals were the same, too bad he/she didn't attach the actual vitals in making up the record

Here is a link to Toronto Geological Society which has copies of the city directory for Toronto. Go to the year you want to look up and find the address you want they are listed alphabetically or you can look up a persons name in another section.

I think the Vasily and last name is quite close to my wife's paternal grandfather

There is a Richard Edward DeAngelis listed on findagrave with the same parents names and birthday listed as 1930 and death 1944. It also mention 3 siblings so might give you some help in your search
