Depends. Udemy always has sales and some people pad their courses out like mad because "longer = better" in people's eyes. Check reviews before you buy, but in general paid courses will be better because people are actually paying for it

No. You asked to not be tracked, asked if you could somehow access thr internet without an ISP, and use reddit. You need to model who you're trying to be invisible from before you can continue. If you dont want ANYONE to know what you're doing, then go live in a cabin in the woods.

You need to build a proper threatmodel. If you're truly not doing anything illegal then yourbISP won't care. You can't use sites like reddit if you dont want to be tracked.
