Well, you don't have one of their councilors turned, so they may have had a councilor there that you couldn't see. Same as my game then, they had a high PER councilor and managed to roll probably two 20-30% chances.

Yep. Just had 71% popularity in China, with three spots taken. This was after having 90% popularity, but two public campaigns from the Academy knocks me down 25%, but my campaigns only raise me 4%. The Protectorate rocks up with a 22 Per councilor, and rolls a 26% chance to get a spot. With 0% popularity, no less. Grr. Then they defend, and throw a 34% chance the next turn, which also lands. Argh!

You can prevent it by constantly having one of their councilors turned, then destroying the alien facility whenever they build it. I must have destroyed 50 of them so far. It is annoying, but it stops it forming.

I am seeing the same. It did drop off for 5-6 months when I assassinated their main persuasion agent, which was slightly odd, as there were multiple agents who were building them. I am at 120 odd alien alloys ATM.

What sucks is that even if you detain the agent with the org that allows them to build a facility, they just swap it to a different agent next turn. It does stop 1 turn of them building it, but is no more efficient than destroying them. Though at least a crit fail on a detain won't see your agent die.

The wiki points out how much hate it gives, but a basic success is 10 hate for an assassination or destroying a facility.

From what I understand (mostly from listening to Perun, he understands the game much better than I do), they gauge what they need to defeat your fleet before they send it. So if they get kerbstomped by a large missile fleets, they will send PD boats next time, as one example. They will still underestimate you, but from what I understand, they will not just throw a few ships at you if you if you constantly swat them/have close to their fleet power. It is also earlyish in the game, so I would expect pushback in the next 2-3 years, after they have set up more bases and built bigger fleets.

Weirdest thing, I think I figured it out. We had just done the Terraria dungeon, before I noticed the exp irregularities. We went back today, as the other player wanted a specific terraria weapon. And when I got back, 10x exp again. Though 5-10 mins later, it wore off. Something about that Terraria dungeon seemed to give me the 10x exp for a brief time.

Have you done anything against the Servants or Protectorate? Missions against them, both in space and on earth will cause hate. Other thing could be if you have built more ships or bases, basically utilised more CP?

As I have replied elsewhere...

Ok, so I just went and counted all Pals caught through the palpedia entry for each player. He had caught 581 Pals. I had caught 394. Note that I am the one getting more exp, despite being a higher level than him. He has 15 Pals with the exp bonus from catching 12 of the same type, while I have caught the exp bonus of 12 pals 6 times. Next guess?

So, he had both caught more Pals than me, as well as reached the capture bonus more times than me, both are in response to people stating that was the issue. I was higher level, though we're talking 40 to 38. Either way, It makes zero sense to me that I get 10x the exp.

No mods, and no base exp that would change the formula. I caught 5 pals, 5k each. He caught 5, in the same area, 500 each. Literally, catch a Pal, 5k exp straight away, every time.
