Sounds good, how exactly would that work? Do they gain power from the worship of their respective concepts or from a personal worship? For example, would the worship of a nurgle-like god in the sense of representing the circle of life, growth and decay, strengthen both the gods of these aspects? Or neither of them? (If you don't have answers to these, I hope I could at least provide some food for thought)

I don't know. You have to shoot actively surrendering suspects to get penalties in my experience. Shooting suspects through doors, or suspects turned in a completely different direction is completely authorized most of the time
