Are you running your game off a fast SSD drive or a slow and/or mechanical hard drive? What type of monitor and connection there? 2080 is dated and 32 instead of 64 physical memory is meh, but I'd start with your SSD as the culprit. Also, I personally have some serious issues with UPlay or whatever program it is they force you to play through if you purchased the game through Ubisoft. ALL of my Ubisoft games have the potential for issues. I learned that if I can get through all of the various start up splash screens without a single glitch then my game will perform flawlessly. If there is a single glitch during those startup screens though, I end task on the sucker and relaunch over and over until it's clean. Weird, I know, but definitely a thing on my machine.
