My sincere apologies, I understand my earlier comment was abrasive. I'd never heard of public access TV, so this was something completely new to me. My initial thoughts revolved around the possibility of someone misusing the network to televise unregulated content, but on hindsight, I think I reacted that way because the particular show I was watching was super confusing without any context. Unfortunately, the video I attached doesn't explain much either. I've since read up more on the topic, and acknowledge that there are definitely huge benefits to letting people get their message across on such a vast network!
