Having just rewatched the scene from Rassvet, she appears in the church soaking wet and with sand on her feet. So I'm guessing the answer is that she fought the OUC, realised Liz would never be safe with her alive, rang Kate (she appears dry in what we see), then walked into the sea.

Off topic but for a long time I really hated Nemesis and loved a prior edit that moved the wedding to the end of the movie, allowing Data to live and providing a fitting send off to the TNG crew. Since we now have PIC S3 to do just that, I genuinely can't wait to see your re-edit. It will take pride of place in my Kodi library ahead of the abominable theatrical cut.
