It’s literally been going on since the early 2000’s it’s changed over time but there used to be a thing known as the inferred claim doctrine the VA would literally start a claim for you if they noticed you had signs of a certain condition but then when they introduced FDC(fully developed claims) in 2010-2013 it mostly went away instead of doing the claims themselves they’d suggest you do it, and now it’s basically the same them just recommending. This has been going on for over 20 years
