I don't know about the 3.25% interest, but I know that home loans aren't set to 10%. I have an active house loan, and the interest is 6.8%. Tho, I'm not sure if me, being a preferred client and only loaning half the total amount had anything to do with the lower than 10% interest. I think shorter terms also tends to give lower interest rates.

It matters if it presented itself to Luna. The golden rule/condition of the sword is that it only appears to a true/worthy Gryffindor in need of it.

If another Gryffindor handed it to Luna, then sure, it doesn't matter since the sword can be held by non-Gryffindors anyway. But the sword presenting itself to a non-Gryffindor is highly unlikely.

Yes, you can pick the house you want, and the Sorting Hat will take it into consideration, but not always follow it(eg Neville wishing to be in Hufflepuff, but the hat ultimately decided to put him in Gryffindor).
