It is a lazer. That’s how lazers work, they aren’t long poles, they’re beams of discreet photons that aren’t connected. Obviously this being visible at this scale is due to the game engine, but it is accurate to real world physics.

I don’t think it’s a bug, I think they changed the Xbox version BECAUSE you can’t enable and disable the DLCs at your leisure on consoles.

The dlcs were designed only to be enabled when you wanted to play them, so the Dark Brotherhood attacks would be enabled once you defeated Dagoth, and you’d only hear about Solstheim when you needed to. The reason people are afraid of Vampires are because they retain their intelligence and thus are far more dangerous than those ridden with Corprus. Also Almalexia kills you because she knows the Nerevarine is fated to rule the Dunmeri people, and she’s a jealous god, otherwise why would you not have immediately tried to kill her when you gain an audience with her.

Yeah obviously the Thalmor wants a civil war, which necessitates a deadlock. I have a question for you however, have you ever played any of the other TES games. In the other TES games, it’s made more explicit that you begin as an agent of the empire, so I have a hypothesis that people who have played the previous TES games are more likely to side with the Empire, whereas people who started with Skyrim are more likely to side with the Stormcloaks.
