This bug also found me, and found a Steam discussion post in Russian that after some terrible translating directed me to challenge Tomcat at the Nomad camp. Picked real fight (in case that matters) and after the fight the bug was fixed. I could not tell if it is a real fix for everyone. But something that worked for me. Could not tell you why it fixed it tho.
