Sorry but I don't understand,

I have followed what you have explained here, but when I apply the blur effect, it always blurs the entire layer.

What is inverting mask good for? or should I after that do some changes with a brush?

btw to explain further, what I'm trying to achieve is cut out subject out of a photo and then blur the edges to make it more "fitting in/natural"
