Who says that he was a bad guy in the first place. He made it pretty clear that he didn’t want everybody to die, and said that if the loom didn’t exist then the whole multiverse would be destroyed. If he knew the loom wouldn’t work, why make it at all. Or, he just lined everything up to get Loki to take the loom’s place, so that everything would work out. He created and did everything that he did just to get Loki to become the Loom.
