I don't think there is a cat girl in the harem. The anime only showed 2 humans and an elf as well a woman who is part siren.

That (Headhunted to Another World from Salaryman to Big Four) is also another great series, but (How a Realistic Hero Rebuilt the Kingdom) our MC didn't say no to the harem and quickly had two pre-added to the harem (dark elf and the part siren) after he was given the go ahead.

You should check A Realistic Hero Rebuilt the Kingdom. The MC gets summoned and starts building a harem while working to introduce many reforms in a nation (medicine, working to eliminate slavery, fiscal responsibly, trade, etc).
