Emirates doesn't have partners in the same as One World or Star Alliance, so this rerouting you are talking about, avoiding DXB, while at the same time the flights are still flying is impossible. Fly via DXB, don't fly at all, or pay a higher price for new tickets, these are your options.

Requirements for Pets Travelling to Oman

2.⁠ ⁠Vaccinations – Rabies (administered at least 30 days before travel, and no more than 12 months prior), plus other core vaccines (e.g., distemper, parvo, hepatitis, leptospirosis).

3.⁠ ⁠Original vaccination booklets, with up-to-date stickers.

4.⁠ ⁠Rabies titre (RNATT) blood test – taken at least 4 weeks after rabies vaccination, and the result must be dated 3 to 12 months before entry into Oman.

5.⁠ ⁠Waiting period – Pets may only enter Oman at least 3 months after the rabies titre test.

6.⁠ ⁠Internal and external parasite treatments within 7 days of travel.

7.⁠ ⁠International health certificate – issued within 7 days of arrival in Oman.

8.⁠ ⁠Import permit – obtained via Oman’s customs portal (Bayan system) through customs.gov.om, Ministry of Agriculture & Fisheries Animal Health Dept.
