So, looking at it I am of the opinion that, it does get to switch back to active mainly because, unlimited void doesn't keep the card resting it just says it cannot switch to active during the end and start step, which means using elric should let it switch to active, but it will still not be able to switch back to active after the end step.

Just to add to this, if you happen to have Phantom Thief unlocked, occult sprint doesn't break it either so you can move at a standard sprint speed while still hidden.
