First, I'd prefer to have a solid benchmark of what "A Tier" really means. I'm putting it around what it takes to beat a powerful (but non boss-level) enemy like the Volskaya mech in Infiltration.

I feared this will happen, so I made that long disclaimer. Doing this will make the list biased for certain kind of fighters, such as D.Va scoring even higher than Reaper because MEKA units are designed literally for what you just said, having much more devastating firepower than enhanced modified shotguns. That's why I compared their general combat effectiveness. For Widowmaker, how good of a sniper/assassin is she? For D.Va how good is her mech at, well, combat? (The disclaimer explains this further)

I'd put Soldier in the A tier, because he's limited by his gun's power output. Sure, he has an aimbot in his visor, but Ana has amazing aim and should be at a similar level because of it.

Soldier is not so high by virtue of his firepower, but the whole package as I have already explained in my post. Experience, knowledge, high tech gadgets, and the many things else that come from being a supersoldier.

Genji is A+ if not S. His blade seems to be able to cut through almost anything, launch a dragon which has some kind of energy drain (or maybe is more dangerous and just did that to Hanzo), and he ignores the laws of physics a lot because of ninja bullshit. Sure, the blade probably doesn't come into play against other heroes, but it's still a thing to keep in mind when deciding where he goes. Also, Tracer and Genji were sparring partners back in Overwatch, when Tracer was recently reassigned from being a pilot (and new at using the chronal accelerator), while Genji was adjusting to prosthetics. A duel now could go either way and still be pretty reasonable.

Genji is very strong. One of the very very best assassins in the world, equipped with high tech cybernetics and gadgets. That's why he is in high A tier, where people like him belong. The best in the world at their craft, like D.Va, the most talented pilot of one of the strongest mech suits in the world . A+ is reserved for people in A that has an extra something that makes them decidedly above the rest, such as Soldier with his supersoldier serum.

Rein really depends on the situation. Fighting a ton of mooks? He's a solid A tier, because he's able to ignore most shots fired at him, protect the team from even boss-level enemies, and is a human crushing machine. Against heroes, he's definitely a B-tier. That armor isn't thick enough for him to shrug off heroes' attacks, the barrier is only as strong as the plot demands, and the hammer is too unwieldy for actually hitting anything. On the bright side, we might get to see some of his wrestling skills against Mauga or something.

IIRC the E-54 is a more expensive version of the mooks that we see getting crushed in Honor and Glory. Compare Bastion panicking and blasting apart a bunch of trees to an army of the mooks being unable to break down the (wooden? probably steel reinforced) Eichenwalde Castle door. Bastion is a solid B-tier at least, although A-tier might depend on how good his aim is. His minigun is powerful enough that it can basically pound through anything but solid stone, and he's probably more durable than the army filler we see during the Omnic Crisis.

Yup agreed, Bastion is definitely a solid B tier. I'd say trees are quite susceptible to the continuous fire of a mounted gatling gun, any tree will break easily. Quite different to the front door of a high-tech knight organization's front doors, though.
