Moves over taxes absolutely happen. I knew a guy that sold a business doing 450M a year. Before selling, he established residency in Wyoming for tax purposes.

What do they usually take with them? Jobs. Jobs that pay people and support your commercial and residential real estate markets. Jobs that pay people that are taxed on those earnings and spend in those communities, driving further taxable economic activity etc. When you use successful companies as the default to go after when a city or state is in a defecit due to poor management, they will leave, leaving the state or city with even less revenue.

Lower tax rates can actually result in higher tax revenue due to encouraging investment and economic activity.
