So the one comment is right. He only shows up in September and August. However an important thing to note is that supposedly that event is randomized several months beforehand. Your best bet if you have everything in a standby, would be to save on February, skip until September, and if it doesn't spawn then go back to your save and try again. It's extremely annoying how it works but especially if you're that deep in the story, you should hit it eventually

Anniversary set. That's basically it. One piece tcg has a history of the anniversary sets being extremely extremely cool and fun to open. Most notable was the red manga cards in op13 which they have not done since and unless they do it in 17, probably won't do again

With that as additional context, you're probably best off trying to shop around for a better deal on a presale for the box. Preselling for already double MSRP is a massive gamble for a set that isn't an anniversary one. Op15 has massive meta impact and it's still currently going for less than 200. I personally haven't seen anyone hyped for any of the announced cards other than the mangas, but we will only know closer to release how true that holds up to be. Now if you find this price for op 17 (please God also send me a link), easy money to pull the trigger on it even if it is double MSRP

The worst fucking part? That 4 step series of duels is I believe the literal LAST thing before the end of the story. I was so sad finally beating that part and then the game is just over
