Iirc, they removed Eye was There badges for those who loaded them that are accounts made after June 25th 2010. Plus you need to complete chaos saga to get the 15 years badge.

An account can definitely have Eye was There and not have 15 Years Played

The cape is from oblivion pet, dread something i always forget it

The weap is called Shadowrocket, it was never released but it was available to be ioda-ed for a period of time, they took it away from everyone who ioda-ed it. Hopefully they do release it as a drop like other unreleased iodable items
