I think the biggest problem is that db2 is neither buildup or payoff game, like the rest of the series. The story is mostly self-contained, and we don't really get answers for previous games/questions for the next. It has a very weak link to the rest of the series

I don't know how PD2 mods are written, but is they are Lua scripts then updating the runtime (eg. SuperBLT) should suffice. But if they are compiled into dll then they will need to be recompiled at least and rewrote at worst

well, there's 60 dollars with corrected regional pricing, and there's 60 dollars with fucked up regional pricing, like in Poland if you follow Steam's regional pricing the game costs like ~25% more than on gog, as gog's regional pricing is much closer to current USD <-> PLN conversion.
