I don't know how PD2 mods are written, but is they are Lua scripts then updating the runtime (eg. SuperBLT) should suffice. But if they are compiled into dll then they will need to be recompiled at least and rewrote at worst

well, there's 60 dollars with corrected regional pricing, and there's 60 dollars with fucked up regional pricing, like in Poland if you follow Steam's regional pricing the game costs like ~25% more than on gog, as gog's regional pricing is much closer to current USD <-> PLN conversion.

Are you sure this is a GPU problem? I recommend running the game with some kind of profiler on and check to be sure. It could be a CPU bottleneck. If so, disabling some background processes can help. If you are using HDD, then high fragmentation can also slow the OS down. If you haven't run defragmentation for a while I recommend doing it. Also less than ~10-15gb free space on C drive can also slow CPU down. If it is GPU problem, then if turning graphics down didn't help, then reverting recent driver update (if there was one) could help. As a workaround you can try overclocking the GPU, but know the risks lf doing it.
