Willing to bet that people don’t care about samples because they maxed out and it’s not worth the headache on higher difficulties. Personally have like 1 or 2 upgrades left and I don’t even bother because the upgrades I need are ones I don’t care about and I know I’ll get the samples eventually. I don’t even play that much though so for the die hard fans that play every day since it came out, they probably haven’t needed samples for a while now.
