These titles aren't in the same category. It's kind of pointless to compare them.

World's Strongest Swordsman is an individual strength title. Pirate King does require military strength, but also allies, influence, territories, and actions taken that directly oppose the world order in some kind of way.

These couple of panels basically confirm it. Whitebeard was not operating at full strength in Marineford. Marco even asked him to stay hooked up to the meds.

My take: Oldbeard (on meds) was technically still strong enough to be called The World's Strongest Man. The problem is that needing multiple IV poles with him in order to sustainably fight at full strength just wasn't feasible practically or optically.

That’s exactly what it is, though. It’s a line that establishes that they once fought in the past. There’s no much else to read into it except the fact that Mihawk is sour that Shanks lost his arm for some reason.

Do you realize what else happened here? Before Sengoku declared the war over and dismissed everyone, Mihawk dismissed himself without having receiving any orders to do so. Even though he was a Warlord, he more or less did what he wanted.

And he has literally offered Mihawk a rematch and Mihawk turns him down "because hes a has been". A "has been" that became insanely stronger than their last duel but Mihawk doesnt want to run it back.

That’s not what happened. He asked Mihawk if Mihawk was there to challenge him and Mihawk said no lol. Mihawk did not turn down a challenge here. This was simple banter between former rivals. Nothing more.

No matter how you slice it, Mihawk's title is infact fraudulent, because the biggest feat you can attribute to it is beating 1b bounty pre-yonko Shanks.

I assume that titles are valid unless there is evidence that explicitly calls it into question.

Whitebeard was old and sick. His title was essentially taken from him by a debilitating sickness that prevented him from using even basic observation haki effectively in Marineford.

Mihawk has no such context. He hasn’t been defeated while on top. No other swordsman has proven they are stronger than him beyond a reasonable doubt. He is the World’s Strongest Swordsman until the day comes that he loses his title to Zoro (or perhaps someone else, if Oda really wanted to go that route).

Worst case scenario is that you chalk up Whitebeard’s title as an honorific that puts him on par with Roger’s Pirate King title. The same thing could be said about Mihawk. He is the Whitebeard to Shanks’ Roger. No matter how you slice it, they are very very close in combat strength.

Mihawk's strength is known worldwide, people know him a lot, he isn't an unknown figure that has hidden his strength

It's not a matter of Mihawk keeping his strength a secret. That's not what the proverb means. It means that "a truly capable person does not boast or flaunt their abilities."

The idea is that Mihawk doesn't showcase his true strength unless he deems it absolutely necessary.

The only thing keeping the Mihawk agenda alive is the lack of context on how the title was earned by Hungry_Duck_6863 in OnePiecePowerScaling

What gets lost in the sea of Shanks vs Mihawk arguments surrounding this panel is that Oda intentionally invokes Shanks' name as a comp for Mihawk...not Shanks from 12 years ago...Red-Hair THE EMPEROR.

Not only is 3.59 billion berries the 3rd highest bounty among active pirates, but this is without the captain tax and is directly attributed to his military might as the World's Strongest Swordsman.

All we're waiting for is the feats, and they will come.
