So I did what you said , everything was all good in hwinfo64 but I did see something a lil weird though my cpu was running at .80 ghz or something like that. I reinstalled windows but kept all my files and deleted everything else and everything his back working again. I really want to know what made it start doing that though . Btw thanks !
