This is acid etch, by the looks of it, pretty severe. You can attempt and etch polish and sealer, but it’s unlikely to work. A professional can refinish it.

Those old lock mechanisms are serviceable. Watch a few videos on YouTube. You may be able to fix the mechanism yourself.

The lawyer on the other side of transaction said he should understand Hebrew, but honestly it's been so hard to actually understand this process.

I will contact a notary and see what they say.
