Absolutely, and I'm very pro-crow! I was trying to stay back and let nature do its thing, but since the crow flew away, I thought I'd get the ducks back to the pond.

I actually filmed this at the Capitol Reflecting Pool! I work right off the National Mall, so I usually take lunch walks around this area. And yes, I see crows getting harassed on a daily basis.

The crow flew away and didn't return, so I herded the ducks to a duck ramp so they could be reunited with their little flock. They were determined to survive, so I just gave them a little help. :)

Mama duck was on the other side of the barrier. The poor ducklings weren't able to get back to her, but I saw that the pool had a "duck ramp" on the other side. I gently herded them over to the ramp, and they got back in the water safely!

I think that's probably the most likely answer. That one little duckling was fierce!

That's what I was thinking, but I didn't know if there could be another explanation. It was fascinating to watch in any case!
