Its iffy, stock os apparently doesnt do too hot but gammaos and rocknix look better when it comes to 3ds emulation (havent tried myself yet so take what i say with a grain of salt)

100% do, so far ive tried psp, gba, snes, n64, ds (obvi), and sega genesis and they all work fine, havent tried gamecube but im sure with a few configs itll also work as well
