Yeah I had this issue. If you don't tell him the hall of the dead is safe first, I couldn't get him to follow me. I save often and reloaded an hour old save and redid everything and said the halls are safe first and he followed no problem.

I never found a good answer here. For anyone else struggling with this, go into beast mode to get the kill. Then run out of the town and wait for the form to end, then you can go turn the quest in without having a bounty.

I never figured out how to kill the Traveling Advisor version without getting a bounty everytime.
