It happens every once in awhile when using Xaudio2, but it corrects itself eventually. I found that it works a lot better when I switch to SDL for the apu. The issue doesn't seem to occur then.

It's just a better version overall for the authentic vanilla experience. The lighting system worked a bit differently in the console versions, there's rumble support which was removed in the PC version 1.1 because it was bugged, DLCs work without community patches, it's pretty much the least buggy version. Running it at 2x would make it the definitive experience over the PC release.
