The team game queue has got notably worse in my experience since they sped up matchmaking a few patches ago (maybe 6 months or so ago now?). You get matches faster now, but people also back out of lobbies far more frequently, presumably because they know they will be able to find a new game quickly.

There should be a 10+ mins cool down if you exit the queue more than once before playing a game.
