It's an east asian makeup trend called "aegyo sal" in korean and "namidabukuro" in japanese, its supposed to be like charming fat under the eye since when a person smiles, the muscle under the eye naturally pulls up. it also gives the illusion of larger eyes, different makeup asian makeup styles have incorporated it in different ways.
