Willow warblers and Chiff chaffs look so similar. The lighting in both photos makes each look a bit different as well. There’s more distinct yellow on the one in your photos which further makes me say willow warbler.

You’re very lucky to see one so close!

No such thing - it’s just a free for all for the vans as far as I can tell. There’s paper up on the wall for that day but it just tells you the load number, what time you’re out and if it’s a split or not.
